OK, so the biggest thing to note is that Social Talents have been changed, and no longer inflict a penalty to the Attribute score they rely on if someone tries to use them without the Base talent. The base talents of some Talents has been modified to reflect, except the ones that are impossible without training. Some do now mention a penalty for not having the Talent, as it's possible to pick a lock without knowing what you're doing, but not easy.
